This specification is formulated with a view to guiding the construction of high-speed railway bridge and culvert,unifying major technical requirements,strengthening construction management,and ensuring construction quality.This specification is applicable to the construction of bridge and culvert of high-speed railways and shall be referred to for the construction of bridge and culvert of intercity railways.Construction of higlrspeed railway bridge and culvert must comply with national laws,regulations and relevant technical standards, strictly conform to design documents, meet the requirements for safety,durability and system application function of engineering structures, and ensure normal operation during designed service life.All parties involved in the construction shall standardize the management system,manning, field management, and process control, etc.and achieve such construction management targets as quality,safety9 construction period,investment,and environmental protectionMechanized construction,me:mber prefabrication in plant,specialized construction and information- aided construction shall be initiatively utilized.On-site management shall be strengthened,site layout shall be standardized9 and HSE(Health, Safety and Environment)management shall be enhanced. Planning and design of beam fabrication yards and concrete batching plants,etc. shall comply with the principle of land saving,investment saving, environmental protection and energy saving, combination of permanent and temporary works, and reasonable application.During the construction of high-speed railway bridge and culvert,relevant information concerning weather,hydrology,and geological disaster etc. shall be mastered in time and attentions shall be paid to identification and evaluation,planning and prevention,monitoring and emergency response,as well as engineering treatment against natural disasters so as to minimize such disasters and their impacts.Construction of high-speed railway bridge and culvert works shall be on the basis of the protection measures specified in the scheme and design approved by the cultural relic protection adnunistrative department,if cultural relic protection organizations and other cultural relic sites are involved.Construction of high-speed railway bridge and culvert shall strictly comply with relevant national laws, regulations and technical standards on resource saving, energy saving and emission reduction,and the technical measures for energy saving and emission reduction shall be formulated and implemented,taking into account engineering characteristics and construction environment.Construction staff for high-speed railway bridge and culvert shall receive professional training and pass examination before assuming the post.The collection and preparation of construction data for high-speed railway bridge and culvert shall be carried out in parallel with the construction progress so as to obtain systematic,integral,true and precise data, and ensure its availability for reference and tracing of quality responsibility. Moreover,archiving and management of data shall be made in time according to relevant requirements.
